Staff Recommendations:
This building was constructed in ca. 1845 and became an individually listed Landmark in 1987. There is a previously approved renovation and construction of a new addition at the property, approved by the HDLC in February 2023. However, the change of use from a single-family to a commercial venue has brought up a few issues with building code and the Fire Marshall regarding the existing seven openings on the second floor, left elevation, as this elevation is on the property line. Currently, there are no windows in these openings and they are boarded for weather protection.
The applicant is proposing to infill the seven openings with brick that is recessed, to show where the openings previously existed. The Guidelines state that the arrangement, size and proportions of openings are key components of a building's style and character. As a result, modifications, including infill of openings, especially on more prominent facades, is discouraged. The ARC heard the application at the February 24 meeting and recommended approval of the application, due to the building code requirements, that no historic material is being removed, and the limited visibility of the left elevation. Staff agrees with the ARC and recommends approval of the application.
