Staff Recommendations:
On February 5, 2026 the HDLC issued a Stop Work Order for excessive demolition of the exterior wall structure at 1019 N Rendon, a Contributing rated, side hall single shotgun. FEMA research indicates that 1019 N Rendon was constructed in 1885, within the period of significance of the Esplanade Ridge Local Historic District. In March 2025, The HDLC Commission previously approved the demolition of 53% of the roof structure for a new camelback addition that met the HDLC Design Guidelines.
The Stop Work order was issued for the illegal demolition of the exterior wall structure, as removal of any the wood framing of the exterior walls was not within the architectural construction drawings, approved by the HDLC on April 2025. However, the Department of Safety & Permits (DSP) approved structural drawings that included complete demolition of the rear additions.
This retention request is only for the exterior wall framing demolished in excess of the approved DSP documents, representing 13% of the total wall area. According to Sanborn Map research, the wall area demolished on the left-hand side elevation is part of the original structure, but set two original rooms back. The wall area demolished on the right-hand side is part of the wall framing constructed after 1950, when the open side hall was enclosed.
Because the exterior walls demolished without DSP or HDLC approval is not within the original first two rooms, HDLC Staff recommends approval of the retention with a Tier 1 fine.
Case History:

02/06/26: Architect submitted revised drawings indicating the additional exterior wall structure that was demolished.
02/05/26: Stop Work issued for work exceeding the approved demolition scope.
10/16/25: Safety & Permits (DSP) issued the building permit, allowing for partial demolition of the exterior wall structure.
04/08/25: HDLC issued a Certificate of Appropriateness with approved drawings.
03/12/25: The Commission voted to approve demolition of more than 50% of the roof structure.
02/27/25: Applicant applied for a Structural Renovation building permit for an interior & exterior renovation.
