Description: Demolition of over 50% of the roof structure of a Contributing rated, two-story camelback, single-family residential building.
HDLC Guidelines:
Section 12, Pages 23-24 of the Guidelines for New Construction, Additions and Demolition states that the demolition of all or portions of historic resources within a local Historic District or Landmark site are considered drastic actions, since they alter the character of the area. Once historic resources or buildings that contribute to the heritage of the community are destroyed, it is generally impossible to reproduce their design, texture, materials, details and their special character and interest in the neighborhood.
Staff Recommendations:
FEMA research indicated that 301 S. White St. was constructed between 1900-1910, within the period of significance of the Mid-City Local Historic District. Originally a two-bay single shotgun with an historic camelback & two-story side gallery, FEMA research indicates that the building was altered after 2007. Alterations to the left- side of the building include: extending the front portion an addition bay, enclosing the ground floor side porch, extending the second story porch roof, creating the front gable, and adding roof dormers.
The applicant is requesting approval to remove 84% of the roof structure to construct a full second-story addition. The extent of the demolition makes for a de facto full demolition and should be reviewed as such. Otherwise, because HDLC Design Guidelines require second story additions to be setback two original rooms back, Staff recommends denial of partial demolition.
