Staff Recommendations:
The applicant is requesting to remove the existing slate roof and possibly the asbestos shingle roof beneath with new composite slate at the ca. 1835 cottage. In 2005, a Certificate of Appropriateness was issued to remove and reinstall the existing asbestos shingles. However, in 2011 another CofA was issued to "replace the existing slate with new slate tiles" The current slate is just over 10 years old and is showing signs of delamination and buckling, likely due to poor installation. According to the applicant, the asbestos shingles still exist under the slate tiles, which is causing damage to the roof rafters due to the weight. As the current slate is not original to the building and replacement of asbestos shingles with composite slate is appropriate, Staff recommends approval of the application provided that the composite slate is on the VCC list of approved composite slate for Significant rated buildings.
