Retention Items:

Staff Recommendations:
Likely constructed in ca. 1900 as an accessory building for 1625 Prytania Street, the now residence at 1515 Euterpe Street has had several alterations throughout its history. Most recently, the building received a number of changes to the exterior in 2016. This work was subsequently included under an HDLC violation for working without a permit (#22-04968).
In 2016, an existing clay tile roof parapet at the front façade roof slope was removed and replaced with an architectural shingle roof covering. It is unclear what structural alterations were made during this project, but it appears that the condition between the existing parapet and long roof slope was altered to prevent continued water intrusion. As a contributing building, this change should have been reviewed by the HDLC NO Commission for modifications to the parapet as well as the removal of clay tile roofing. Staff recommends retention of the roofing alteration with the proviso that ridge tiles be installed at the ridges to match the historic condition.
During the same timeframe, a two-story rear addition was constructed at the building, increasing the overall square footage. Although the roof lines do not match, several details including the siding type and windows are consistent with the historic portions of the building. The visibility of the rear addition is lessened by the proximity of the surrounding buildings and existing fencing, reducing sightlines. Although it is unfortunate that the addition was not review and approved by the HDLC ARC and Commission, the addition was completed since 2016. Staff recommends retention of the addition.
Mechanical gas upgrades were also included in the scope of work completed in 2016. Hot water heater equipment, an enclosure, and associated venting were installed at the left-side elevation of the building in a visible location. Visually prominent mechanical equipment is typically not allowed in full control historic districts and requires NO Commission review and approval. Due to areas of fencing, the equipment is not prominent from many sight lines. However, the associated venting is extremely visible and extends to the second story of the building. Staff recommends retention of mechanical equipment with the proviso that alternative solutions for venting be pursued. If that is not possible, Staff recommends denial of retention of the mechanical equipment and relocation at the rear of the building.
Foundation repairs and the installation of new CMU piers was also completed during the building's renovation. Staff recommends the retention of new CMU piers provided that they receive an HDLC parge coat covering.
