Description: Retention of construction of canopy, painting previously unpainted brick, and installation of painted signage at a Contributing rated, one-story commercial building without a Certificate of Appropriateness.

Retention Items:

Staff Recommendations:

FEMA research indicates the building was constructed in 1935 and first appears on the 1937 Sanborn Map, within the period of significance for the district. The applicant submitted an application for the construction of a canopy at the right side of the building. On September 14, 2022, an inspection was done for the ARC meeting and staff found that the canopy had already been constructed. Further research found that the unpainted masonry at the right wall had been painted, as well as signage painted on the unpainted masonry wall without a CofA.

At the September 20, ARC meeting the ARC recommended conceptual approval of the canopy structure on the right side of the building. The ARC agreed that the faux greenery is to be removed but new landscaping can be added around the CMU wall, if the space allows, and that the CMU must have a stucco finish. The ARC recommended using a screening element at the front of the new canopy structure to differentiate from the existing fabric awning. Staff recommends that the retention of the canopy be granted with the ARC comments.

Per the HDLC Guidelines, the HDLC does not approve the painting of unpainted historic brick or masonry as it can cause damage to the masonry and alter the character of the building. However, as the other three walls of the building had already been painted and removing the paint could cause more damage to the masonry, Staff recommends that the retention be granted.

As the signage is painted on the previously unpainted masonry, but otherwise meets the Guidelines, Staff recommends that the retention be granted. It should be noted, that the signage must also be approved by Zoning.

Case History:

  • 9/20/2022: Canopy reviewed by ARC.

  • 9/14/2022: Staff went to the property for ARC photos and found the work mostly completed.

  • 8/30/2022: Applicant applied for a building permit for the construction of the canopy after-the-fact.

  • 1/2021-5/2022: Painting of the masonry, new painted signage, and construction of the canopy began.
