Modification of Cast Iron Fence: Approve, provided that hollow posts are replaced with those replicating the original posts and decorative finals are moved from all pickets but the entry gate.
Staff Recommendations:
The HDLC Guidelines state that historic fencing is an important element of neighborhood character and are often related to a building's design. This historic cast iron fence once extended along the full property line of the Dauphine St. side of the parcel. Recently, a portion of the fencing was removed to make way for a newly proposed permeable parking pad, and short, ball-topped historic posts were replaced with taller, hollow, capped metal posts without a CofA. Decorative finials were also added to each picket, which are replications of existing finals that were previously only present on pickets at the entry gate. This makes the fence, as a whole, appear far more decorative than the original historic fence. The HDLC only approves fencing of solid metal construction, and the Guidelines do not allow for historic fencing to be removed or altered without Commission appeal. Staff recommends that the change in fencing layout be approved, provided that the decorative finials are removed from all pickets but the entry gate and that the square, capped, hollow posts are removed and replaced with ball-topped posts replicating the original posts.
