Staff Recommendations:
At the October 4, 2023 HDLC Commission meeting the Commission voted to allow for the demolition of more than 50% of the roof structure at 1517 General Ogden in order for a camelback addition to be constructed. The proposed camelback was set back approximately two rooms and was also supported by the HDLC Staff.
On Monday, November 27, 2023 the applicant notified HDLC Staff that the building had "collapsed" after what appeared to be wracking in the super-structure. While it is not in the jurisdiction of the HDLC to dictate means and methods it is generally understood that proper bracing of what will remain is required in order to successfully complete a project of this scope. It does not appear that these measures were taken based upon the applicant submitted images that do show new dimensional lumber in the collapse.
The demolition at 1517 General Ogden would appear to show negligence on the applicant's part for not properly stabilizing what was to remain or properly understanding the existing deficiencies in order to prevent a collapse.
Staff Recommendations:
Staff recommends the retention of the building in deviation of a Certificate of Appropriateness with a Tier 1 fine.

10/04/23: HDLC Commission votes to approve the demolition of more than 50% of the roof structure in order to building a camelback addition.
