The HDLC Guidelines clearly explain that while some buildings were not designed with gutters, their presence can significantly reduce water damage to walls, foundations, and piers. This particular building does not have overhangs, and gutters are essential for directing the water away from exterior walls and the foundation. This current violation is considered a Demolition by Neglect (DbyN) condition, as the building previously had gutters and downspouts, and as this building's roof design does not manage water effectively without the, staff recommends that gutters and downspouts be reinstalled to prevent the erosion of foundation elements and to mitigate water damage to windows and exterior walls.
