The rulers of the Erth, the Scions, are a mysterious organization that contracts the Military Police and appoints the Twelve Rulers to their positions. They have been shown to wear black armor with animal motifs for their helmets. They have been shown to have the power to erase islands from existence.
Apostles are the Scions hands in the world when it is necessary for them to act, but their immense power is unneeded. The Apostles are ultimate solders, capable of turning the tides of battle and putting down entire armies with brute strength alone.
Rulers are the governing power within the Twelve Kingdoms. Each group of islands within the Twelve Kingdoms are controlled by a singular ruler, and their territories are named after their home island. The Twelve Kingdoms are January, February, March, April, May, June, July, August, September, October, November and December. August's central island was lost during the events of 'Burning August.'
Nobles are lesser than rulers, but form the rich and powerful of society. They sometimes control islands on the Fringes or important businesses within the Twelve Kingdoms. They live lives of posh prosperity in the Twelve Kingdoms and see the lesser classes of the islands as their personal playthings.
The Military Police are a contracted security force that works to maintain order and basic government services for the Scions. From things as simple as delivering the mail to complex military operations, the Military Police are the first line of defense and offense for the Twelve Kingdoms in all capacities.
Outlaws are people who operate outside of the law in the Twelve Kingdoms or the Fringes. They have no organization of their own, and are usually powerful individuals who have access to curses. Some work together in small groups, but they all have their own goals. Most have bounties either issued by Fringe island governments or from the Military Police.
An organization that operates in 'cells' so that no one knows too much information about the organization as a whole. The People's Revolution acts against the Scions, near-omnipotent beings who could crush the organization if they ever found the leaders. The goals of the revolution are to free the people of the Twelve Kingdoms from the rule of the Scions.
A media organization that reports news, distributes bounties and is the go to source of information for anyone out in the nightsea. It is said that they have eyes and ears everywhere.Â
The Underground Lords are a group of powerful and wealthy individuals who operate outside of the normal power structures of the Twelve Kingdoms. They deal in black markets and secret trades that are either outright banned by the Scions, or not allowed for people of lesser classes. When it comes to illegal substances though, they will trade with anyone, even the nobility that are sworn against them in any other circumstances.
The ruling body of Dry Turtle. They employ the Cleaners to keep order across the city and are known to look the other way if the price is right.
