Ninjutsu has the ability to affect the physical world in some way shape or form. Ninjutsu is a unique category of jutsu which forms the basis of the five nature releases (Earth, Wind, Fire, Water & lightning). There are also other non-elemental subtypes that can be accessed through Ninjutsu (Supplemental, Medical, Non-Elemental, Bloodline Related) All of these Ninjutsu types including the various elements require permission aspects in order to utilize them.
The character must have the Justu Style Aspect Keyword in order to use Ninjutsu appropriately. A character without a Ninjutsu based Justsu Style Aspect is unable to attack using Ninjutsu.
The Cost of Elemental Ninjutsu
Ninjutsu is extremely potent, strong and is the very essence of what being a shinobi is. Even the best shinobi are unable to control the outward effects of Ninjutsu. When using Elemental Ninjutsu which is the pure foundation of Ninjutsu Release it comes with unpredictable and sometimes predictable drama. A perfect example is using fire style jutsu inside of a house or in the woods. It would quickly damage the area and you could find yourself in serious trouble. Or using earth style while on the side of a cliff causing rocks to slide into your battle space and potentially hurting yourself. When using Ninjutsu, the world reacts based on what stimulates it. Sometimes nothing happens and other times you can find yourself in a world of problems.

Basic Ninjutsu Permissions
In order to perform Elemental Based Ninjutsu a chakra affinity aspect must be listed. Attacks can only be made in that Style/Affinity type.
Fire Release
Fire Release is the most common of the five nature transformations in the leaf village and land of fire, but those who can use it are able to knead chakra and set fire to anything. Fire Release is almost always used offensively and has very few defensive applications. Some shinobi use it to damage massive areas and harm large groups of foes. Fire Release is
commonly exhaled from the user's mouth.
Drawbacks
Although Fire Release has naturally amazing power, it suffers from high chakra cost and is difficult to control flames after use.
Fire Release is naturally strong against Wind Release and weak against Water Release
Fire Ability Breakdown
Having the Fire Release Aspect allows you to preform these Rank D techniques without purchasing jutsu.
Basic Fire Ball: Fire Release practitioners are able to perform a basic fire ball jutsu without much effort. The Fireball is able to cause harm to anything that it hits.
Fire Fox: Creates a small ember that can be used as a light.
Heat Self: Can use Fire Release to heat body temperature.
Lesser Ash Cloud: Can create an area of ash that can be used as concealment
Fire Weapon: Can take time to create fire tags on weaponry.
Advanced Jutsu List
Great Fire Ball: When using Fire Release Ninjutsu to performing a Fire Ball to attack an Target gain a +2 WR.
Giant Fire Ball: When using Fire Release Ninjutsu, your Fire Ball attacks are now big enough to attack everyone in the desired zone without splitting shifts.
Explosive Fire Ball: (Requires Great Fire Ball) The Fire Ball attack now effects 2 zones instead of one without having to split shifts.
Heat Resistance: You've worked with Fire for so long it doesn't effect you the same anymore. Gain a AR +2 when defending against Katon based Ninjutsu attacks.
Wind Release
Wind Release is the rarest of the five nature transformations, but those who can use it are able to cut through anything. Some shinobi use it by channeling wind chakra into weapons, making the blades far sharper and giving them greater reach. Wind Release can also be exhaled from the user's mouth, such as to blow away everything in the area, or generated with the user's hands, allowing precision strikes. Although Wind Release is the weakest in terms of power, it can be further enhanced by compressing it or layering different wind streams together. Wind Release can easily launch particles into the air, whether to create dust clouds that conceal the user's movements.

Rare Affinity

Having Wind Release Aspect allows you to preform these Rank D Techniques without purchasing Jutsu.
Air Bullet: You can use your mouth or hands to form a small sphere of air and launch it at someone within site as an attack with Wind Ninjutsu.
Lesser Dust Cloud: You can control air around yourself or another and create a small dust cloud that is able to provide concealment. This would be a create an advantage action.
Counter Breeze: You can defend yourself with Wind Ninjutsu by creating a small dense air pocket that is able to defend you from mundane projectile based attacks.
Feather Fall: Falling is no longer a danger.
Advanced Jutsu List
Wind Wall: Create a Large Wall of Wind that acts a block within the desired zone. The Wind Wall will take of half of the Ninjutsu skill rating + the Shinobi Rank. The Wall will be created against a standard +2 DC and will last one turn upon a normal success and 2 upon a success with style.
Second Wind: Once per Session as a free action, filling your lungs with the best oxygen in the air you are able to clear one physical stress point.
Cutting Wind: Violently pointing towards the target, you send a gust of sharp thin wind in their direction. This Wind attack grants a +1 WR but is able to travel up to 4 zones.
Wind Blast: Swinging your arms towards the sky, all of the wind around you will push outward in a violent manner. Anyone in the zone must make a defensive Body check or be blown back into another near by zone.
