Power Scale

Power Scale is a large part of the Naruto Universe. Power Scale is demonstrated by letters.

E : This is within the range of your normal human of varying degrees, from your normal 6 year old, to a relatively fit individual who dabbles in a few scholarly ventures. E represents average people or extremely young ninja clan members. This rank also belongs to those of small non harmful animals such as bunnies.
D : This rank is the suggested rank for Genin, average bandits and induvials that are trained in a specials field to some compacity. This rank also belongs to small dogs and other animals.
C : This rank is the suggested rank of Chunin. Beyond the range of normal humans, but still within the range of mortality. These are individuals that have far exceeded the expectations for man. Able to outrun the fittest of athletes, pick up on the weakest of hints, and control their bodies and minds in ways thought to be fiction. This ranks also belongs to things such as wild Boar, Alligators and other powerful animals.
B : Perform on the same level as any apex animal on the planet in their specialty of speed, precision or damage. Lethal shinobi known as Joinin or Special Jonin hold this category. Along with the strongest of animals and Summons.
A : This is the Rank of Legends, powerful Shinobi Leaders that have surpassed the normal rank in file. They hold powerful jutsu and abelites. This is the Base Rank for someone to be considered for Kage. Elite Summons also start in the category.
S: Beyond those of legends and entering godhood, this tier of stats refers to those that accomplish feats that have likely never been considered. Mastering various arts with ease, carrying unimaginable loads on their backs, and conquering villages single handedly, people with the S Rank ranges can hardly be considered people anymore.
SS: Feats only equitable of that of a supreme being, these are individuals capable of massacring countries on their own, foreseeing the future, and handling tasks never even imagined. Things within this Rank are to be feared by all and recognized as by a work of the universe, and a threat to it.

Power Increase

For every rank difference between targets the higher rank replaces a fudge dice with a D6 for their actions. This is no longer necessary if there is above a 4 rank difference between the targets. The higher rank will auto succeed in their actions.

Movement Increase

For every Power Rank past D, things in Ranks may move +1 additional zones without penalty for the free action.

Power Standards During Play

Being more concerned with drama than crunchy realism, Fate System games do not typically use absolute measurements for determining the effects of abilities and powers. This is because Character Ratings, Difficulty Ratings, and Weapon/Armor Ratings, are not measurements of absolute quantities or qualities; they are measures of the effect on the narrative. It is a subtle but very important distinction. Its highly suggested to watch the Naruto Anime and read the Manga to help understand where characters should be at power level wise without the added plot armor but also to realize that it is solely up to the GM and the Players to determine what characters are truly capable of during play.
