National decision making model (College of Policing, 2013)
The NDM is a home office-approved strategy to be used by all officers when they are having to make any sort of decision.
The NDM Consists of 6 components:
Throughout all stages of the NDM an officer should consider the code of ethics.
In this stage, an officer should gather all available information and intelligence they can about a specific situation. An officer should ask themself "Who was there? What happened? Where did it happen? When did it happen? Why did it happen? How did it happen?"
In this stage, an officer should use the information from step 1 and use it to analyze a situation and risk assess the situation. Here an officer should ask themself, "What are the threats? What are the risks? What is the highest threat and risk? What isn't known? What is the end goal?
An officer should then consider legislation, police policies and procedures.
An officer should then draw up a list of possible options and make contingency plans for if something goes wrong. Consider if they should just observe the situation, take a delayed action or take action immediately.
Finally an officer should act, record the actions they have taken and then review their decision and learn from it.
