Governance and Board of Directors
The midwifery professional association in Lao PDR has a Board of Directors who are dedicated elected-members. These Board members volunteer their time to provide governance to the association’s activities, collaborate with health partners, advocate and offer expertise in a number of areas to support midwives. They continuously work within the policies of the association around its finances, administration, projects, conferences, consultations and other related activities of the association within the framework of the objectives of the association.
Elected members each serve for a period of three years and are eligible to serve for two consecutive terms. They are elected by voting members of the midwifery professional association. Together they meet in person minimally twice annually, in addition to multiple correspondents through mail or electronically.
The operating values of the Board of Directors are:
to be committed and contribute to the objectives of the LAM,
to be an effective and efficient organization,
to be responsible for the use of internal and external resources,
to be inclusive and involve members in decision making,
to be cooperative and work as a team with members,
to be consistent, congruent and ethical in decision making and behaviours,
to respect the human rights of members and other people,
to avoid discrimination of members or other people,
to be tolerant and accepting of members and other people,
to be open, forthright and have integrity in dealing with members and other people,
to be flexible, innovative and determined in order to achieve the associations objectives,
to be compliant with relevant legislation and regulation

What is a constitution?
"A constitution is the foundation for building an organization. It is a core document for registration with local authorities and government. It allows (association) members and potential members to have a better understanding of what the (professional) association stands for and how it functions."*

What is a bylaw?
"A constitution covers the fundamental principles but does not prescribe specific procedures for operating a (professional) association. By-laws describe in detail the procedures the (professional) association must follow to conduct business in an orderly manner."*
