We cover all noncombat activities and both PVE and PVP forms of combat.
Anyone may be asked to assist in combat but must be respected if the ask is declined.
We do not require combat participation from anyone who prefers other activities.
Our combat interactions in the ‘verse align with Chris Roberts’ vision as it pertains to PVE and PVP.
In the August 2018 Reverse the Verse, he said:
"A lot of people seem to think of Star Citizen as PVP 'there can be only one'. It's not. Yes, if you want to participate in PVP, we are going to put that in there. The design of this is to have 90% of the universe be AI. Most of your content will be PVE, fashioned in a way that if you don't want to engage in PVP, you don't have to. One of the reasons why I want 90% AI population is that the problem with PVP is that there is always a winner and a loser, and both of those people have paid money and not everyone is the best dogfighter, FPS, or trader. So the great thing about AI is, we can make AI of all levels, so no matter what, even if you're a crappy dogfighter, you can still take down some AI pirates and feel like you're the man. I really want to make sure that that's there so people can have a good time, because if you're always competing against other people, then there will always be winners and losers, and if you're someone that's not that great or don't have enough time to practice up, it'll be a sucky experience for you. So I want people that are full into that category to have opportunities to go out there and have fun and whip up on some pirates or do whatever they want to do without having to be forced into head-to-head competition. It has PVE if you want it. It has PVP if you want it. There isn't some 'this is the master of the universe'. We're deliberately building this for people that want lone wolf style, or small groups, or big orgs and fight over territories, or doing more peaceful style, mine or farm or trade, or combat, like piracy, or mercenary, or bounty hunter. We're building all those things to be in the universe and give you opportunities to do them on both a PVE and PVP basis, and there will be areas where there can be cross over between the two, but it's up to you, to whatever you're going to do."
The 2954 CitizenCon reminded us that Star Citizen is for anyone who may wish to participate in only noncombat activities, only PVE, or only PVP, as well as any combination of two or all three.
Noncombat, PVE, and/or PVP—it's your choice.
The aim of Cloud 9 with regard to these options is to ensure all areas are covered while supporting your choice in how you wish to participate in activities. A citizen interested in combat can be 95%–100% into PVE and 0%–5% into PVP on any given day. Anyone is welcome to be more into either or equally into both.
We do not require PVP participation. We do not require any combat from any of our members. This extends to our Cloud 9 Citizens who, while the oath includes mention of bearing arms on behalf of Cloud 9, are not required to do so through the citizenship agreement as they "may opt out of bearing arms and serving in Cloud 9 security forces for reasons of objecting to perform such acts due to belief systems or a deeply held moral or ethical code."
However, it is our hope that our civilians and citizens will be interested and available to provide combat assistance should we encounter such scenarios.
Whenever possible, we strive to abide by the Latin phrase, "nemo resideo": leave no one behind.
We have opportunities to participate in combat training. Everyone is encouraged to do so, so that we can help each other learn and improve upon how we protect each other from the filth of the 'verse.
Anybody that willfully accepts security-related positions or tasks is expected to also willfully prepare, practice, and participate in combat scenarios, including through such means as internally for learning purposes, within PVE contexts, and within PVP contexts.
Whether combat-focused or noncombat-focused, we are all in on this together. Leave no one behind.
The following information originates from regulations created by CIG.
Details have been slightly altered for use with Cloud 9.
Initiating attacks:
Do not provoke or initiate attacks in general.
We may initiate attacks against public enemy and bounties.
Never initiate attacks against lawful people or what may otherwise be considered good guys.
Only initiate attacks at combat-dedicated locations such as Security Post Kareah and Jump Town when others clearly welcome* the combat and when it does not affect reputation.**
*They are bounties or they are otherwise already engaged in combat with law-abiding people.
**Do not let the nature of your responses to their choices negatively impact your or our reputation, either by reputation mechanics in the 'verse or perceived impressions from other people.
When to break the law:
We only receive crime stat on the occasion that we are testing a new legal feature.
We only participate in PVE while we have temporary crime stat while testing a new legal feature.
We never participate in PVP with other people*** while we have temporary crime stat during tests.
Afterward, we immediately pay our fines, serve our time, or help each other clear our crime stats.
***The exception to this is when other people already have the minimum required level of crime stat and the evidence is clear that they are bad guys.
Regarding PVE in general:
It is open season when engaging in combat with criminal NPCs/AI.
Do not attack law-abiding NPCs/AI.
Regarding PVP in general:
Help maintain peace for the Cloud 9 presence in the 'verse.
Carry lowered
Use the "carry lowered" option when not actively firing at a target. The default keybind is "left alt r".
If you look at someone with your gun out, it may aim your gun at them. Do not do that.
If they see you aim your gun at them, they have a right to shoot you. Do not give them the excuse.
Do not aim your gun at anybody without intent to shoot or of being shot.
The same applies to knives, fists, grenades, or anything else that could be used to cause harm.
If you cannot carry lowered, then put it away.
Consensual PVP is allowed as long as we do not receive crime stat.
PVP with Cloud 9 (any/all C9 groups):
Sometimes it's good to practice; it should be clearly communicated and accepted by all if it occurs.
PVP is NOT allowed with anybody in Cloud 9 (any/all C9 groups) unless they explicitly say it's okay.
Do not attack, kill, or continue to attack or kill someone if they say stop or request to not be.
PVP is NOT allowed toward anybody outside of Cloud 9 unless:
They point a gun directly at you or someone else in Cloud 9 (any/all C9 groups).
They enter your or our property unwelcome.
First, be ready to respond if they are a possible threat.
Then, warn them and give them a chance to leave.
They directly and physically attack you or any of us.
Verbal attacks do not count.
Responding to attacks:
When anybody outside of Cloud 9 attacks, do either of the following.
Defend yourself and eliminate them****, or
Leave them, they may not be worth the time.
If they grief or troll, do not add fuel to the fire; do either of the following.
Ignore them, or
If necessary, non-verbally put them in their place through appropriate actions.
Ask others in Cloud 9 (any/all C9 groups) to help if they are available.
****If opting to eliminate them, then be prepared to receive additional attacks and sneak attacks that they may have lurking in the background.
For example, they may have assistance ready to quantum travel to the location, or if on foot or EVA, additional adversaries may be out of sight and ready to attack.
Be aware of what they have or may have and what you have; determine the degree of risk and if it is worth it. It might be better to leave them.
Do not become cornered. Always have at least one way out of a hostile or potentially hostile scenario before any such encounters occur, and be prepared to implement an exit.
Whenever possible, ask for help from anybody in Cloud 9 (any/all C9 groups) that's available so you can increase your and our chances of success. Understand that others might be unavailable, and accept that.
If lack of assistance becomes a concern, then discuss it in Cloud 9 Chat so that we can strive to improve upon that in the future.
