A Multilateral Agreement on the Liberalization of International Air Transportation (MALIAT), which came into force on 21 December 2001, has been signed by Brunei, Chile, New Zealand, Singapore and the United States of America, and ratified by the following countries (the date of membership is listed in plain text - the dates of earlier bilateral agreements with New Zealand are also listed in italics):
New Zealand has bilateral air services agreements (ASAs) with the following countries and territories (the current agreement is the most recent year with the dates of earlier agreements also listed but note that there may be subsequent amendments):

* In 2013 no scheduled air services being provided under this ASA or under the MALIAT by New Zealand airlines with this country.
1. The bilateral agreements New Zealand has with Brunei, Chile, the Cook Islands, Samoa, Singapore, Tonga and the United States of America are suspended as a result.
2. A bilateral agreement with Peru was negotiated but not signed before Peru joined the MALIAT on 17 May 2002. Peru withdrew from the MALIAT with effect from 15 January 2005.
3. Bilateral air services agreements with a number of other countries are at various stages of negotiation. An agreement with The Netherlands has been announced but not yet signed. Services are being provided under this agreement which is in administrative effect. An agreement with Turkey was signed in 2010 but is not yet being provisionally applied prior to entry into force.
4. A "horizontal" agreement negotiated in 2005 with the European Commission amends New Zealand's air services agreements with European Union member states.
5. There is a non-governmental air links agreement covering Taiwan - CAA (1996).

New Zealand has agreed code-share-only Memoranda of Understanding with the Bahamas, Curacao, the Czech Republic, Mongolia and Nicaragua.
An Air Transport Agreement with Chinese Taipei NEW (2013) is included as part of ANZTEC.
Samoa withdrew from the MALIAT in 2019.
