One of the most effective mechanisms that would guarantee the continuity of the organization’s strategy is the creation of the Office for Strategy Management (OSM). The OSM is seen to be an important unit that oversees everything related to the strategy, from its formulation to its execution, and it is crucial for the OSM to have a direct link to the head of the organization. The OSM defines and clarifies the philosophy of performance management and the process required to execute strategy. The OSM is a unit within the organization that will orchestrate all operations related to the advancement of the identified strategy and makes sure that the personnel of the organization are doing their job in accordance with the strategy, may it be in the movement of measures, progress of deliverables and other related initiatives, or the harmonization of the day-to-day activities that make up the organization’s operation with the PGS framework. This includes (but not limited to) cascading the strategy to lower level units, monitoring and evaluating units or offices vis-à-vis their strategic contributions, managing the expectations of the leadership team and the members of the Multi-Sector Governance Council, and liaising with internal and external stakeholders.

OSM INITIATIVES
The Health Care Provider Network (HCPN) Immersion program aims to extend the mission of Jose B. Lingad Memorial General Hospital to Level I and II hospitals. By implementing an efficient referral system and offering high-quality services, it seeks to actively engage these hospitals in the transformation of the healthcare system.
The Primary Care Provider Network (PCPN) Colloquium is designed to strengthen the partnership between the PCPNs and JBLMGH by specialty service rendering and sharing, to create ease and appropriateness of referral through the JBL’s patient navigation protocols/system and to promote continuum of health education and training at PCPN aligned to Universal Health Care.
The Shared Governance Summit (SGS) is an annual event organized by OSM Central Luzon that showcases and highlights the various good governance initiatives of diverse institutions, both public and private, which have led to groundbreaking achievements. The summit aims to inspire and share strategies and initiatives that can contribute to the success of participating organizations, both within the region and beyond.
All Central Luzon offices participating in the Performance Governance System have come together to form an association aimed at sharing ideas, best practices, and innovations. The annual Shared Governance Summit was conceptualized by OSM Central Luzon to facilitate this exchange and collaboration.
JBLMGH's Updates on Metrics and Performance (JUMP) is a quarterly newsletter distributed to all employees by the OSM. It provides updates on the nine elements of the Performance Governance System, including the Basic Governance Documents, Cascading Framework, Strategic Performance Assessments, Office for Strategy Management, Multi-Sector Governance Council, PGS Core Team, Governance Culture, Governance Sharing and Breakthrough Results.
The OSM transitioned from manual inspections to automated monitoring with the Performance Governance Digital Monitoring System (PDMS). Launched on July 11, 2020, the PDMS was designed to make tracking the deliverables of each department and unit more accessible to all stakeholders within the organization. This platform significantly enhanced the efficiency of monitoring and submitting monthly operations reviews, ensuring that deliverables from all tracked departments and units were consistently met.
The PGS Core Team receives an annual report from the OSM outlining the events of the previous year as well as the plans for the upcoming one. The reporting provides the status of each component of the Performance Governance System.

The OSM has implemented a semester-based survey to assess the effectiveness of the Performance Governance System and its various activities. This survey is designed to gather valuable feedback from employees, providing a comprehensive evaluation of the system’s impact. The findings from these surveys are carefully analyzed and serve as a critical foundation for management decisions. By incorporating the perspectives and insights of employees, the management ensures that future strategies and actions align with the needs and expectations of the organization, fostering a culture of continuous improvement and engagement.
