The Performance Governance System journey starts with the formulation of a well-formulated strategy, known as the Basic Governance Documents. These documents guide an organization towards the achievement of breakthrough results through the identification of key steps that can propel the organization to go beyond operational effectiveness. Prescribing to Michael Porter’s definition of strategy (Harvard Business Review, 1996) which states that “strategy is the creation of a unique and valuable position for an enterprise. It means deliberately choosing a different set of activities to deliver a unique mix value”, the Basic Governance Documents pertain to having a distinct Strategic Positioning that is anchored on one’s organizational mandate or on a specific local economic industry that can be potentially developed and a corresponding game plan for attaining the position as reflected in a Strategy Map, a set of Strategic Deliverables, and a Governance Scorecard. To complete the documents, the Vision, Mission, and Core Values, collectively known as the Charter Statement are reviewed and aligned to the rest of the strategy.
