The District Implementation Team develops a District Implementation Plan that outlines target S.M.A.R.T goals and interim goals to guide implementation of intensifying literacy instruction across the district. Action steps are identified in the plan to support goal achievement.

The district should review and refine the selection and recruitment guidance in order to identify individuals to fulfill the responsibilities of the multi-disciplinary team (MDT).

The district should develop a professional learning plan to ensure that all staff are prepared to implement intensifying literacy instruction successfully.

At least once a year, the district implementation team should review system's level fidelity to assess the health of intensifying literacy instructional supports across schools in the district to guide planning.
