Assassination raids are divided into three phases: Preparations, Assault, and Extraction. The abstract purposes of these phases are described below:
Prior to the assassination raid, Combatives must be given upwards of ten minutes to begin the fortifying and hiding of the VIP; during this point, the chosen placement must be cleared with the Raid Moderator(s).
Hostile Forces have upwards of 40 minutes to locate and assassinate the VIP; the location will not be disclosed beforehand. During this period, the successful elimination of the VIP will result in an end to the raid and a declared win for the Hostile Forces. If decided by a majority poll, the remainder of the raid may continue as a Skirmish, and the regulations imposed will transition to those of Skirmish raids.
If Hostile Forces are unsuccessful in eliminating the VIP in 40 minutes, Combatives are required to extract the VIP to the Mobile Task Forces Headquarters. The helicopter may be used, though doing so will result in the lifting of placement regulations on roadways. Hostile Forces will be allowed to push into the Mobile Task Forces parking lot to intercept the VIP's vehicle; Combatives must get the VIP into the building.
The placement must not be in any spawns.
The placement must not be in containment chambers; airlocks are allowed.
The placement must have an accessible entrance with a width and height of at least three studs.
The placement must be accessible by a hacking device or general security clearance.
The placement must not have been accessed via glitches, exploits, or bugs.
The placement must not violate department locational regulations.
The placement must not be within the Hamilton Office Complex.
The Foundation VIP must be of Security Class 3 or above to qualify; exceptions may be made.
Hostile Forces are required to assassinate the VIP; SCPs, Class-Ds, and Strike Gear may not be used for such a purpose, but may be used to clear a path.
If the VIP has succumbed in the first thirty minutes due to an SCP, the VIP shall be allocated another life and may be relocated. Afterwards, the raid will be considered a ceasefire and stalemate.
SCP-662 "Deeds" may not be used to eliminate the VIP; rather, Deeds may be used to locate the VIP.
Combatives and Hostile Forces may deploy up to four Light Machine Guns respectively.
Combatives and Hostile Forces may deploy up to five Sniper Rifles respectively.
Combatives and Hostile Forces may deploy up to two Flamethrowers respectively for breaching and containment; direct combat is prohibited.
Combatives may deploy up to two Automatic Assault-12s.
Hostile Forces may deploy RPGs without limit.
Lambda-7 may deploy 3 M72 LAWs to counter the Hostile Forces RPG.
Combatives and Hostile Forces may deploy up to six shields, respectively.
Combatives may deploy up to twelve placeables in the Class-D Containment Zone, Hamilton Office Complex, Hydroelectric Dam, John F. Kennedy Administrative Complex, and the Anomaly Containment Hub, respectively.
The baton, beanbag shotgun, and handcuffs are prohibited from being used on either side.
Claymores and beartraps are to be placed with a direct line of sight; placeables, gas, or building structure may be used to artificially conceal them.
Roadways, doorways, and the hardpoint may not be obscured or have their access hindered by vehicles or placeables.
Hostile Forces are prohibited from dive-bombing their vehicles down the Anomaly Containment Hub.
Combatives are prohibited from using the HEMTT, except for its recontainment variation. Hostile Forces are prohibited from using Foundation vehicles.
Throwables may not be spammed. The recognized throwables that are affected by this are: RGD-5, Frag Grenade, Chemical Grenades, CS Gas, Flashbangs. Any other throwables not mentioned above may be spammed. Spamming is classified as throwing three or above of the aforementioned throwables in one area in under five seconds.
Hostile Forces may not use the RPG to directly target players; its use is limited to anti-vehicle purposes. Furthermore, RPGs may not be used indoors.
Hostile Forces may not enter or interact with the spawns of Combatives unless initially fired upon. This covers the following:
Security Department Spawn
Military Police Spawn
Mobile Task Forces Spawn
Global Occult Coalition Spawn
The John F. Kennedy Center may not be entered by Hostile Forces unless permitted for official negotiations in the Department of External Affairs's spawn.
The Foundation Personnel Spawn and the Medical Department Wing may not be entered by Hostile Forces. The Medical Bay lobby may, however, be used as a VIP location.
The Upper Scientific Department Wing may not be entered by Hostile Forces. The Lower Scientific Department Wing may be accessed at any time.
The cells of the Class-D Containment Zone are restricted except when Combatives are conducting solitary confinement procedures.
The mines and tunnels near the Class-D Containment Zone may not be entered by Combatives unless engaging Hostile Forces.
Combatives may not pass the demarcation into the Outlands. Exceptions are granted on the following conditions:
Lambda-7, when deemed necessary
Eta-9, for the recontainment of a sentient anomaly under the authority of Lambda-7
Delta-1, when a member of personnel ranking SC-3 or higher is within the Outlands, under the authority of Lambda-7
GOC, when requested by Lambda-7
Combatives may not push up to the Hostile Forces Spawn under any circumstances.
Only the Raid Protocol must be enabled for the duration of the event. This includes lockdowns, the severity of which is decided by the Raid Moderator.
SCP boxes may not be taken or used in the first 10 minutes of the raid. Boxes may not be hidden or placed in places inaccessible to either belligerent party.
The Breach Shelter may not be closed unless for the purpose of evacuating personnel during a breach, the Hamilton Office Complex blast door may not be closed unless permitted by the Raid Moderator, while the Light Containment Zone gate may not be closed at all.
Circumventing established regulations through the use of loopholes is prohibited.
Hostile Forces may not impersonate Combatives. This will result in a kick from the raid.
Juggernauts are not permitted unless the Raid Moderator authorises their use.
Road Barriers must be left open for Hostile Forces.
Ongoing Civilian Events that were started before the raid may not be interrupted.
Spawns may not be used to gain an upper hand over either side.
The usage of bugs or exploits will not be tolerated during raids.
