A fun event with easy to complete quests and some nice pet rewards. You'll receive around 40~45 Action Points to move around the map, depending on your VIP level and the amount of Energy you're willing to invest. Completely clearing the map will require you to spend Emeralds and is generally not worth it. 

The best things to buy at the Great Storm Shop is the Pet Soul Chest.
It will require you to save chests, likely from multiple events, to level up the rank of a pet.
The lower ranked gems can be worth buying if you happen to need one, but never buy the Flawless stones. The Storm Legacy will give you random pet rewards if you like to gamble, the returns are decent.

Skip the buffs at #34 and #54. They don't count towards the 'Continuous Battles' quest in the event and they don't give you any Storm Coins. Plus you don't need the buffs except for when fighting the BOSS.
So you're better off saving the 2 Action Points you'd use for those 2 nodes, to build up Storm Resistance or have more attempts at the final battle. The team below can clear the BOSS in 2 attempts with as little as 170 Storm Resistance. Dorian only needs to be level 130 with maxed skills, it's okay if he dies. As for the others, the stronger they are and the more Storm Resistance you have, the easier the fight becomes.
