The ideal weapon for a lot of units. Boasts a high attack, high accuracy, a bit of crit, ability to attack twice, ability to make attacks do magical damage or scale with Mastery.

For Eve the ability to scale with magic means her personal pet skill that removes fortitude will synergize really well and while a weight of 4, Eve generally carries an over-abundance of speed. 

Additionally, its a decent bow for any unit with high mastery. Beastmasters as well as Ellisants tend to have a pretty decent Mastery stat.
