Information

The Internal Affairs Agency acts as the Foundation's law enforcement, primarily responsible for enforcing the Code of Ethics through any means necessary, including arresting personnel, conducting investigations, and performing interrogations/questioning on personnel.


The minimum rank to join the Internal Affairs Agency is Corporal (CPL)

Delta-5 Internal Affairs Agents come armed with an ACR, an assault rifle capable of dispatching traitorous personnel and other threats at medium and long ranges. Agents are also equipped with the Sojourner's Tale, a powerful close-range shotgun that will turn anyone unfortunate enough to be at the center of its blast into a cloud of red paste. Finally, Agents are equipped with 'Rope Restraints', a special restraint capable of rapidly cuffing traitorous personnel before they can get away.

Section 1 - Rules & Expectations

[1.1] Conduct

Internal Affairs Agents are expected to be mature and professional while on the job.


[1.2] Enforcing Ethics

Abusing your power to enforce ethics will not be tolerated and will result in an immediate removal, regardless of rank.


[1.3] SOP

Internal Affairs Agents are expected to abide by all rules within this SOP and the Delta-5 SOP at all times.


[1.4] AFK Policy

Internal Affairs Agents may not AFK while on the job. AFKing while on Internal Affairs Agent may result in strikes, demotions, or removals.


[1.5] Clearance

Internal Affairs Agents possess Level 3 clearance, and as a result you are unaware of the names of certain Special Forces groups and any redacted terms (Such as Red Right Hand). A.O.S. / K.O.S. orders should not be called on personnel for saying these terms unless expressly ordered by a person of Level 4 clearance.


[1.6] Naming Format

The names of Agents should be based on countries or states, and the name format should be as follows: (Rank) (Name) [I.E. “Chief Supervisory Agent Washington” or “Special Agent Corsica”


[1.7] Detainment Rules

Agents may not detain foundation personnel without a valid reason. If you fail to provide a valid reason, you may be charged with unlawful arrest and punished yourself. 

[1.7A] IAA may not arrest personnel of a higher clearance than them without the approval of an even higher rank. (EX. An IAA should not be detaining a Zone Manager unless permitted by Site Director+) 

[1.7B] Personnel are not to be detained for more than 15 minutes. After 15 minutes, the captive must be released, or, if they are a G.O.I., they may be sold back or terminated.

Section 2 - Rank Structure

The Chain of Command is as follows:

Agent/Senior Agents are the first ranks in the Internal Affairs Agency and by far the most abundant. These personnel are tasked primarily with carrying out the duties of the Department of Internal Affairs.


Special Agents are senior members of the Agency. Tasked with both mentoring Junior and Senior Investigators, and inducting new members into the Agency through training and tryouts. 


Supervisors consist of Advisory Agents which is the first CMD rank in the IAA and also consists of Chief Advisors. They are tasked with communicating orders from the Assistant Director and Director to Investigators and providing orders where necessary.


The Board of Directors consist of the Deputy Chairman and Chairman of the Department, and are tasked with the day-to-day running of the agency, including appointing new Advisory Secretaries, updating documents, and communicating proposals to the Directing Overseers.


Chairmen consist of Delta-5 High Command, and are in charge of appointing new Directors and oversee all operations of the Department of Internal Affairs. Overseers typically do not interfere with the day-to-day running of the agency, but may intervene if necessary.

Section 3 - Duties

Rogue Foundation Personnel: Agents are tasked with dispatching traitors to the Foundation or spies. When Rogue personnel are spotted, Internal Affairs Agents are expected to issue and carry out an A.O.S. order. If capture is not possible, termination may be requested and put in order.

Checkpoint Management: Agents are tasked with establishing and/or manning checkpoints. During Checkpoint Management, Agents are also expected to I.D. check personnel to ensure that they are legitimate foundation personnel.

Field Checkpoints: In the event that an Agent needs to immediately hold down a small room / hallway, they may set up a “Field Checkpoint” utilizing their deployable shield.


Arresting: Internal Affairs Agents are tasked with fulfilling A.O.S. orders issued by themselves or other Foundation personnel. In the event that conflicting A.O.S. orders are issued, you are expected to listen to the individual of higher clearance / rank without question. Internal Affairs Agents are equipped with “Rope Restraints” in order to rapidly detain individuals before they can escape.


Upon capturing an individual as a part of an A.O.S. order, you are expected to detain them within the detainment cells or, if necessary, turn them over to Gamma-9 or other Special Forces for interrogation.


Patrols: When not engaging in any of the other aforementioned duties, Internal Affairs Agents are expected to be patrolling L.C.Z and E.Z. for any potential threats and to enforce the Code of Ethics where necessary, ensuring that personnel do not trespass within zones and escorting when necessary.


Meeting Guarding: IAA Agents may be assigned to guarding certain branch meetings, ensuring that personnel who are uninvolved with the meeting do not enter and/or interfere with the meeting. If requested by HCMD/SA, IAA Agents may also enforce meeting codes (such as preventing non-command from standing where command should stand)


Assisting Research Field Agents: IAA Agents can be called upon by RFA for assistance if it is related to Interrogations/Code Of Ethics, Bodyguarding, Escorting to Containment Chambers or Testing Area, Needs D-Class for Testing, General Security/Safety during a Test, or otherwise. (If Assault Units are active and on-duty, Let Assault Units handle Bodyguard/Escorting RFA unless RFA needs more assistance or there is no Assault Units on.)

Foundation Agencies:  The Foundation Agencies are a group of different Sub-Divisions from different branches around the site. The Agencies have a very important role to keep up the study of anomalous objects, to prevent the foundation’s barriers from falling and protecting the veil of secrecy that surrounds us, and to protect mankind from the horrors of the unknown. The Agencies work together in tandem to achieve this goal. The Foundation Agencies consist of the very best and brightest of minds from the best Researchers out there to the loyal and the top Mobile Task Force members you can ever ask for. The Sub-Divisions that make up what the Foundation Agencies today are Research Field Agents (Research), Assault Units (Nu-7), Rangers (E-11), and finally ourselves.  The Foundation Agency regularly gives us certain missions to do around the world as we keep the anomalous and the existence of the foundation a secret from societies and to keep those anomalous items out of GOI’s and the general public’s hands. We serve as a guardian for RFA but we also serve as a mobile interrogation unit during missions. We also serve the Foundation Agencies by being the main source of GOI-Information and Knowledge as we give as much detail to the rest of the agencies about how these organizations work from the inside and out.

Section 4 - Interrogation Specialist

Description

The Interrogation Specialist is selected from both the Internal Affairs Agency and the Medical Department. They are specially trained for both interrogations and treatment. This makes them able to efficiently interrogate suspects without the need of additional medical personnel. Interrogation Specialists have a security Clearance Level of 3. It is preferred that they accompany another Internal Affairs Agent when roaming the facility while enforcing ethics. 


Joining

If you are a Senior Agent+ you will have the chance of getting handpicked for the Interrogation Specialist. Must be medically trained. Show great ability to interrogate and serious commitment to your job.


Section 5 - The All Seeing Eye [TASE]

Description

TASE is the IAA job but with the combine model. They specialize in researching different ways to gather as much information as possible. Their primary expertise lies in utilizing various Amnestics and Mnestics to acquire maximum information during Interrogations. They are also allowed to research diffrent Amnestics and Mnestics, using D-class and access to SCP's to aquire more information regarding Amnestics and Mnestics. They also have priority over other agents in the IAA with interrogations. This is a very RP heavy and strict specialization within the IAA.


Joining

You can be trained for TASE after reaching the rank of Senior Agent+. Contact any supervisory agent+ to be trained.

Section 6 - Detainment

Upon the successful capture of a G.O.I. member or member of Foundation Staff, Agents are expected to either give them to Gamma-9 or another S.F. for Interrogation, or to hold them within one of 3 brigs on-site. You may only detain somebody for max 15 min.


[5.1] Misc. Containment Detainment Area

The most common location for detainment and the center of operations for the Internal Affairs Agency. Members of Delta-5 have total authority within this detainment zone and other personnel are required to comply with any reasonable requests made by Delta-5. Site Administration is exempt from this policy.


[5.2] D-Block Side Cells

If transport to the Misc. Containment Detainment Area simply isn’t feasible, Agents may also choose to detain personnel within the D-Block side cells. While personnel are detained here, Agents must cooperate with Security and comply with any requests made by Security personnel. Site Administration is exempt from this policy.


[5.3] MTF Epsilon-11 Base

If Foundation Personnel or a member of a G.O.I. are captured on the surface, they may be transported to E-11 Base for detainment. While personnel or G.O.I. are detained here, Agents must cooperate with and comply with all requests from MTF Epsilon-11. Site Administration is exempt from this policy.


Section 7 - Bodygroups

There are no restrictions regarding the bodygroups you can use, however, the “Combine Outfit” is restricted to TASE Operators only. Walking around with the Combine outfit while not part of the TASE program will result in punishment if not changed after being told to.


Section 8 - Conclusion

As an Internal Affairs Agent, you are tasked with upholding law & order within the Foundation. You will be responsible for enforcing a myriad of rules and codes, and as such you are expected to uphold all rules and expectations within this SOP.
