Code Of Ethics

The Code of Ethics cannot be modified, replicated, manipulated, copied, or circumvented by anyone without the approval of the Ethics Committee as shown through Amendment 2 and 3.

Amendment 2 - Protocols for Creating or Deleting Regulations in the Code of Ethics

In order to create or delete a section/regulation, the Ethics Committee must either unanimously agree or obtain approval from the Ethics Committee Chairman. If there is not a sufficient reason presented to the Committee to protect the Ethical Foundations of the SCP Foundation, the Ethics Committee Chairman may veto the vote.

Amendment 3 - Code of Ethics Modification Protocol for the SCP Foundation

The listed Code of Ethics in this article can be modified or edited with a 2:3 majority approval from the Ethics Committee or with the approval of the Ethics Committee Chairman. However, the Ethics Committee Chairman can veto the vote if a valid reason is not presented to protect the Ethical Foundations of the SCP Foundation.

Amendment 4 - The Code of Ethics Supersedes All Ranks and Positions within the SCP Foundation

The Code of Ethics takes precedence over the positions and ranks of all Command, Site Administration, and Ethics Committee members. Therefore, all Foundation Personnel must adhere to it, regardless of their position or rank.

Amendment 5 - Enforcement of the Code of Ethics in On-Site Tribunals and Consequences for Non-Attendance

The Code of Ethics governs all on-site tribunals, and failing to attend without notifying the relevant parties may result in further prosecution for failing to appear. The results of the tribunal will be communicated to you by letter.

Section 1: Humanitarian Ethics

1.01 - Ethical Treatment and Oversight of D-Class Personnel During SCP Testing

D-Class personnel are not entitled to refuse to undergo testing. However, they are not to be taken out of their cells (referred to as "Spawn") for testing purposes.

If Foundation staff members witness any unethical behavior involving the testing of D-Class personnel, they have the right to stop the testing until Internal Affairs arrives.

Additionally, if staff members observe that a D-Class has been mentally or physically harmed due to the effects of an SCP, they can mandate a medical checkup for that D-Class.

1.02 - Minimizing Human Test Subjects in SCP Testing: Ethics and Protocols

To ensure the well-being and dignity of human subjects involved in SCP testing, including D-Class personnel, the use of human test subjects should be minimized, and alternative testing methods explored whenever possible. When human test subjects are necessary, the use of a maximum of 3 D-Class personnel per test should be adhered to, with any additional subjects requiring a clear and justifiable purpose approved by the Ethics Committee.

1.03 - Quarantine Procedures and Sampling Protocols for SCP Items: Ensuring Safety and Compliance

To ensure the safety of Foundation personnel, SCPs, and the environment, all sampling of SCP items must follow proper quarantine procedures and be performed by personnel with the appropriate training and license. Foundation personnel may not personally take samples from SCPs unless they have completed the necessary training and have the required license. Instead, sampling must be done using D-Class personnel.
However, the administering of amnestics is excluded from this section and may be performed by trained Foundation personnel in certain cases.

1.04 - Sick Personnel Termination Protocols and Containment Measures in Code Orange Situations

The termination of D-Class or Foundation Personnel is only allowed in cases where they are sick, and no medical or scientific personnel are available to provide treatment. However, termination should only be considered as a last resort, and all efforts should be made to save the individual's life.
In the event of a Code Orange situation, where infected individuals are beyond the control of containment procedures, MTF personnel are authorized to terminate all infected instances.
It is strictly prohibited to use SCPs as a treatment for sickness unless it is part of a proper research procedure approved by Site Command.
Individuals infected with a cognitohazard or a contagious disease that could lead to an SCP breach must be handled with extreme caution, and Nu-7 C.B.R.N. specialists should be called to take control of the situation.

1.05 - Search Procedures, Duty of Care, and Ethical Detainment in the Foundation

D-Class personnel are subject to a search while confined in their cells during a lockdown, and failure to comply may result in immediate removal from the area. Any hindrance during the search may lead to removal from the cell area or termination, if deemed necessary.
Foundation personnel who detain individuals, whether D-Class or Foundation Personnel, have a duty of care to provide basic necessities to prevent suffering. For information regarding GOIs, please refer to section 1.09 of the Code of Ethics.
Foundation personnel may be detained if suspected of violating the Code of Ethics. However, unethical detainment includes detaining a D-Class for entertainment purposes, detaining Foundation Personnel for entertainment or comedy purposes, and detaining Foundation Personnel simply to clear the way in a tight passage or corridor after clear warnings have been given.

1.06 - The Conditions for Arresting Foundation Personnel

Foundation Personnel can only be arrested if they are found to be in direct violation of the Code of Ethics. The Code of Ethics serves as the governing document for all personnel within the SCP Foundation, and any violations of the code are taken very seriously. Arrests are made only after a thorough investigation and evidence of the violation has been obtained. The Foundation takes great care to ensure that all personnel are held to the highest ethical standards, and any breaches of the code are dealt with accordingly.

1.07 - Guidelines for the Termination of Foundation Personnel in Special Circumstances

Foundation personnel are not to be terminated or ordered for termination unless certain conditions are met. These conditions include instances where a Foundation personnel poses a direct threat to the life of another Foundation personnel, in which case self-defense is allowed. Additionally, if a Foundation personnel is found guilty of a violation of the Code of Ethics, a termination order may only be approved by the Ethics Committee, and SCPs may not be used for this purpose.

In the event that a Foundation personnel poses a direct threat to SCP containment, an MTF Commanding Officer may authorize termination. Medical personnel are not to attempt to revive a Foundation personnel who has been ethically terminated, unless instructed to do so by the personnel who carried out the termination.

It should be noted that Site Administration is exempt from this section in its entirety.

1.08 - Groups of Interest: The Distinction Between Hostile and Non-Hostile

Non-hostile Groups of Interest, which do not have any malicious intentions, are expected to abide by the same Code of Ethics as any Foundation Personnel. This means that they should follow the ethical standards outlined in the Code, and any violations may result in consequences.
On the other hand, hostile Groups of Interest are not protected by the Code of Ethics. This means that Foundation Personnel are not bound to follow the ethical standards when dealing with hostile Groups of Interest, and they may take necessary actions to contain or neutralize them as per the protocols and procedures in place.

1.09 - Regulations for Personal Use of SCPs by Foundation Personnel

SCPs are not allowed to be personally used unless approved by Site Command or are designated by Site Command for the specific purpose. The use of SCPs for any other purpose, including combating GOIs, requires explicit permission from Site Administration.

1.10 - Regulations on the Use of Brainwashing for Individuals Associated with Hostile GOIs

The use of brainwashing on individuals associated with hostile GOIs is restricted to Mobile Task Force's Special Forces and must be carried out using amnestics.
Brainwashed individuals must be treated like any other Foundation personnel based on their assigned job and should not be given any degrading tasks or orders. They must be under constant supervision and convinced of their new identity, without any knowledge of their past.

1.11 - Civilian Protection & Rights

Civilians finding themselves in a Foundation Operation or Foundation Property are subject to all humanitarian rights of treatment.

Civilians are to not be harmed. Civilians that refuse to comply with reasonable directions to stop fleeing from security personnel may be injured to allow their capture

Hostile Civilians that the Foundation finds to be a threat, may be terminated should they present an immediate danger to life.

In order to prevent any Info breaches Civilians may have their property confiscated (e.g. Cameras, Notepads), and they may only have amnestics applied to them if necessary.

Section 2: Combative Ethics

2.01 - Supervision Protocol for D-Class Subjects: GENSEC and MTF Oversight for Safety and Security

To ensure the safety and security of all personnel involved, D-class subjects must be supervised at all times by a member of GENSEC or MTF, depending on the situation. Non-combative personnel, including Command staff of Non-Combative Branches, are not authorized to supervise D-class subjects.
In the event of a GENSEC manpower shortage, MTF personnel may enter D-block to supervise D-class subjects. However, certain MTF jobs are restricted from entering D-block and this rule can only be bypassed with Zone Manager+ approval. These restrictions are outlined in each individual branch handbook.

2.02 - Exemption of MTF Special Forces Personnel from Code of Ethics Section 1.08 for Site Administration Personnel Protection

When it comes to guarding Site Administration Personnel, MTF Special Forces Personnel are exempted from certain sections of the Code of Ethics. Specifically, they are not bound by section 1.08 which pertains to the termination of Foundation Personnel.

Section 3: Scientific Ethics

3.01 - Comprehensive Briefing Protocol for SCP Mass Testing to Ensure Safety and Awareness

Before conducting any mass testing on an SCP, a comprehensive briefing must be provided to all involved parties, including researchers, security staff, and D-Class personnel. This briefing should cover the following topics:
- The SCP: Information regarding the SCP's abilities and the potential threat it poses should be conveyed to all personnel involved in the testing.
- Safety requirements: Specific safety measures and protocols, such as the need to wear hazmat suits or other protective equipment, should be clearly communicated to ensure the safety of all personnel and the SCP's containment.

3.02 - Responsibility and Authority over Containment Chamber Controls during SCP Testing

The individual leading a test on an SCP is fully responsible for the controls of the Containment Chamber, including the determination of who controls them and when.
Researchers hold full authority and responsibility over the controls of a Containment Chamber during a test. However, if a Researcher demonstrates ineptitude, their escort may assume control.
In cases where outside factors could interrupt the test, such as rogue D-Class personnel entering the Containment Chamber or interference from other SCPs, combative personnel responding to the situation may take control of the containment chamber.

3.03 - Guidelines for Mandating and Conducting Psychological Evaluations in the Foundation

Psychological evaluations are to be conducted solely by personnel who are trained and qualified in medical procedures. Site Administration members may mandate psychological evaluations for Foundation Personnel, and Department Heads may do so for personnel in their respective departments. Any member of Research or NCO in a combative branch may mandate psychological evaluations for D-Class Personnel. Medical Surgeons+ have the authority to mandate treatment for personnel suffering from psychological issues. Site Administration may approve specialized treatments that are prohibited by specific Foundation amendments.
Psychological evaluations cover a range of areas, including emotions, sanity, and general mental well-being.

Section 4: Administrative Ethics

4.01 - Upholding the Code of Ethics: The Priority of Safety in SCP-related Activities.

The Code of Ethics takes precedence over any instructions or orders given by administrative personnel, and as such, they may not instruct combative or scientific personnel to do anything that contradicts the Code of Ethics. This ensures that all Foundation personnel prioritize the well-being and safety of all individuals involved in SCP-related activities.

4.02 - Upholding the Code of Ethics: Consequences for Interference

Personnel must not interfere with those who are upholding the Code of Ethics. Anyone who obstructs or interferes with such personnel will face immediate arrest.
Mobile Task Force Delta-5 "Front Runners" will have the responsibility to uphold the Code of Ethics and intervene in case of any violations.

4.03 - Upholding the Chain of Command

Personnel must follow the chain of command, following all reasonable orders by personnel outranking them.
Personnel must follow all directions given by personnel in their primary area of responsibility (ex. Nu-7 in HCZ, Security in D-Block,)

Section 5: Safety Ethics

5.01 - Guidelines for arming D-Class during testing of SCPs: safety measures and rules of engagement

Experienced Researcher+ may, if deemed necessary for a test, provide D-Class with weapons. However, if the D-Class attempt to raise their weapon during the briefing or move threateningly towards Foundation Personnel, it will be considered as a hostile action, and the armed D-Class will be terminated immediately. Moreover, if D-Class equip their weapons without being instructed to do so, they will be considered hostile and will be immediately terminated.
It is prohibited for Research Personnel to instruct armed D-Class to equip their weapons while in the same room as the researcher and combative personnel. This means that for SCPs with one-room Containment Chambers, weapon usage is forbidden.
If a D-Class obtains a weapon via an SCP, they must be instructed to drop it as soon as possible. If the D-Class fails to comply, it will be seen as an act of hostility, and the armed D-Class will be terminated.

5.02 - Misuse of SCP Objects

SCPs may only be used with the correct authorization.
Misuse of SCPs objects, or use without authorization is forbidden.
The utilization of SCPs is limited solely to research or pre-approved operations, and any personal or unauthorized use of an SCP is strictly prohibited. Any alternative purposes that could be deemed suitable for the foundation must receive approval specifically from the Site Administration.

5.03 - Cross-Testing Between SCPs

5.04 - Code Nuke: Immediate Protocols for Personnel Evacuation and Fallout Shelter Protection

In the event of a Code Nuke being authorized, all Level 1 - 3 Personnel must proceed immediately to the nearest fallout shelter. MTF Personnel are responsible for escorting all Level 4+ personnel out of the facility and towards the nearest helicopter evacuation zone, before evacuating themselves via the helicopters.
Any personnel caught deserting or failing to follow these directives will be subject to immediate arrest or termination by Ethics and its staff.
