HISTORY
In 1967, our school was an annex of Manuel A. Roxas High School. Dr. Josefina R. Navarro, the city's then superintendent of schools, petitioned the Municipal Board to enact an ordinance naming Esso Annex, which was situated at the intersection of Quirino Avenue and Zulueta Streets, Carlos P. Garcia High School, effectively separating it from its mother institution.
The proposed ordinance was adopted on August 2, 1973, as a result of the Municipal Board's response to Dr. Navarro's petition. The mayor, however, opposed it, arguing that a school with a sturdy building, not just a rented one, should receive the honor of being named after President Garcia.
The Municipal Board overrode the Mayor's veto thanks to Mrs. Esquerra and the P.T.C.A. Board's strong arguments. On September 26, 1973, the mayor formally approved Ordinance No. 7395. On November 4, the school's opening day, CARLOS P. GARCIA HIGH SCHOOL became formally established.
The search for a permanent school site began under Dr. Angelina Belanio's stewardship. The school was finished and opened for business in 1989 thanks to the right representation of the city school board and the benefactor and patron.
The three-phased, fully finished CARLOS P. GARCIA HIGH SCHOOL facility was finally dedicated on June 25, 1992, with none other than Mayor Gemiliano Lopez Jr. in attendance as the guest of honor.
