Significant infrastructure will be coming forward as part of the development of Fernwood South and this will be served through the S106 obligation and planning conditions. The following infrastructure will come forward as part of the development.
Two Form Entry Primary School – In the event that Persimmon Homes build the primary school construction works will commence on the first form of entry for the school shall commence once 50 dwellings have been occupied. The First form entry primary school will then need to be opened once 450 dwellings have been occupied and once 1,400 dwellings are occupied second form of entry will be need to be completed and opened. The primary school will be subject to a separate reserved matters application. In the event that a contribution is paid for the provision of the primary school the land will be transferred to the Council with phased payments for delivery of the school at the occupation of 29 dwellings, 329 dwellings, 779 dwellings and 1279 dwellings respectively.
Education Extension Land – Reservation within the layout of the school extension land.
Community Facilities (Community Hall) – At the occupation of 60% of dwellings within Phase 1 (on the basis of 840 dwellings the trigger would be 504) to provide the community facilities provided for within Phase 1. A separate reserved matters application will be submitted for the Community Hall.
On Site Open Space and Sports Facilities – Phase 1 includes playing pitches, allotments, play areas, pocket parks and green infrastructure. Playing pitches and allotments to come forward in accordance with a timetable to be agreed and on site open space to be provided within a sub phase at 60% occupation of that sub phase. Details of open space and play areas within the first reserved matters boundary line will be included within that application. A separate reserved matters submission will be made for the playing pitches and allotments in accordance with the agreed timescales. The same triggers apply to open space and sports facilities provided in Phase 2 (including a sports pavilion and sports pitches ) and Phase 3 which includes further allotments.
Healthcare Provision – At the occupation of 700 dwellings a Healthcare Review will be undertaken with land reserved for Healthcare Provision up until occupation of the 1000th dwelling. If a Health Centre is required the Clinical Commissioning Group will submit a reserved matters application and once the land has been transferred the healthcare contribution will be paid. If Health Care provision is to be provided off site the Healthcare Contribution shall be phased over the following occupation triggers; 750 dwellings; 1,000 dwellings; 1350 dwellings and 1700 dwellings.
Affordable Housing – To be provided at 13% in accordance with a scheme to be approved for each phase or sub phase.
Bus Revenue Contributions – Timing and delivery to be agreed.
Highway Improvements A1/ B6326 Junction – Prior to the occupation of 100 dwellings, the first stage of the improvements works to the A1/ B6326 junction shall be complete and open with the second stage of improvement works complete and open at the occupation of 900 dwellings.
Highway Improvements B6326 / Sylvan Way – Improvements to be delivered prior to the occupation of Phase 2.
Highway Improvements B6326/ Shire Land Junction – Improvements to be delivered before occupation of the 50th dwelling.
Highway Improvements to C421 Shire Lane Corridor – To be completed and open prior to the completion of Phase 1.
Highway Improvements to B6326 between Shire Lane and Dale Way – To be completed and open prior to the occupation of the 50th dwelling.
