A native of Roanoke, Virginia, Ms. Rowan brings a diverse background in law, journalism, and the arts to her professional endeavors.
Her academic journey began in Virginia, where she pursued undergraduate studies at Roanoke College, Hollins College, and the University of Virginia, eventually earning her Juris Doctor from the University of Maryland Francis King Carey School of Law in Baltimore.
For many years, she served as an attorney within the Office of the General Counsel at the U.S. Department of Energy (DOE). During her tenure, she provided critical legal oversight and counsel on complex energy policies and federal regulations. Prior to her legal career, she served as a reporter for the Greenbrier Independent in Leisburg, West Virginia.
Parallel to her professional career, she is an accomplished vocalist. As a concert and incidental singer, she performs across various venues, blending her disciplined professional background with a lifelong passion for the performing arts.
