CHED-DOH Joint Memorandum Circular No. 2021-001 entitled "Guidelines on the Gradual Reopening of Campuses of Higher Education Institutions for Limited Face-to-Face Classes during the COVID-19 Pandemic"

The CHED-DOH JMC is issued pursuant to the Inter-Agency Task Force on the Management of Emerging and Infectious Diseases (IATF) Omnibus Guidelines on the Implementation of Community Quarantine in the Philippines with its amendments. It is cognizant of R.A. No. 11332, "Mandatory Reporting of Notifiable Diseases and Health Events of Public Health Concern Act,” wherein public health authorities have the authority to regulate physical classes in schools, to control the further spread of infection, outbreaks or epidemics, and prevent re-occurrence.

This guides state and local universities and colleges and private HEIs that intend to hold limited face-to-face classes, and are willing to assume the responsibilities for the reopening of their campuses based on their capability to comply with health and safety protocols, retrofit their facilities, and get the support of stakeholders.

This MC, signed by Undersecretary of Health Lilibeth David, was issued to aid the promulgation of the CHED-DOH JMC.
