For Official Dissemination: The Department of Health's Green and Safe Health Facilities Manual, First Edition

The Department of Health hereby releases the Green and Safe Health Facilities Manual, First Edition, or the Green Manual, which was developed by the Health Facility Development Bureau (HFDB), the DOH’s appointed technical office for green and safe health facilities, with technical assistance from the World Health Organization. This first edition release includes the Green Viability Assessment Tool that will serve as the users’ aid in the application of the Manual.

Provisions of Presidential Decree No. 1096, the National Building Code of the Philippines (NBCP), its Implementing Rules and Regulations, and the Philippine Green Building Code (GB Code) as the NBCP’s referral code are supplementary to the Green Manual.

The Green Manual’s development is one response to the global call of minimizing the carbon footprint of the health sector while continuing to provide safe and quality health care to the people. These facilities, while themselves vulnerable to climate change and other environmental stresses, have built environments, services and activities that bear negative impacts on the environment, and consequently, on human health.

Safe, sustainable, climate-resilient health infrastructure is concomitant to the country’s goals of meeting the health demand of the population, and closing the supply gaps in health care facilities and services.
