To deliver the guarantee of Universal Health Care Act's equitable access to quality and affordable health care goods and services, pursuant to Republic Act No. 11223, in accordance to Philippine Health Facility Development Plan 2020-2040, Department Order No. 2021-0001 was issued to designate selected DOH Hospitals as Specialty Centers.

This Department Memorandum is related to D.O. No. 2021-0001, in which Health Facility Development Bureau and Personnel Administration Division of DOH Administrative Services streamline the process of technical evaluation, and more efficiently facilitate requests for plantilla positions for staffing of the designated DOH hospitals' specialty centers.
