LHS ML serves as the monitoring and evaluation framework to track progress of LGUs in integrating as province-wide and city-wide local health systems per the UHC Act. The HFDB and the DPCB are lead DOH agencies to ensure the guidelines, standards, technical assistance, capacity building, and other support on the referral system as a characteristic of service delivery.
