Addressed to all DOH executives and directors of Centers for Health Development, bureaus, services and specialty centers, chiefs of hospitals, medical centers and sanitaria, and emphasizes Section 17, under the IRR's Rule VII, pertaining to the duties and responsibilities of the DOH.
