On April 16, 2022, the President approved and signed Republic Act No. 11702. Section 3 of the Act provides that the Department of Health (DOH) shall issue the necessary implementing rules and regulations (IRR) for its effective implementation. The IRR shall also be in accordance with R.A. No. 11223, Universal Health Care Act, which ensures that all Filipinos have equitable access to quality health care goods and services.
