To achieve the Universal Health Care goals and to align with policies such as R.A. No. 110332 (EODB-EGSD Act), provides for the further strengthening of IHOMP in all health facilities; prescribes revised guidelines for the improvement of hospital performance through sound and efficient clinical care and management systems with the end view of quality health service provision. Includes annexes on overall IHOMP strategic framework, list of HFDB Manual of Standards, process flow of assessment, monitoring and evaluation of program implementation.
