Updates the Philippine Health Facility Development Plan (PHFDP) with a comprehensive resource stratified framework (RSF) serving as the operational document in setting service capability standards for DATRFs within the Health Care Provider Network. Includes tables containing the Resource Stratified Framework (RSF), national allocation framework based on the PHFDP, and copy of Dangerous Drugs Board Resolution No. 14, series of 2021 approving the RSF.

The HFDB shall assist the Dangerous Drug Abuse Prevention and Treatment Program and the Apex Residential Treatment and Rehabilitation Centers in survey mapping and service capability evaluation as aligned with the PHFDP.
