DESCRIPTION: The Subnational Health Facility Development Plan is a medium-term plan to identify strategic investments to maximize the limited resources of the public sector, to ensure the optimal provision of quality health services to all, and to prioritize the DOH's specialty centers and other special facilities to provide comprehensive care for clusters of regions.
