Signed by the Secretary of Health, Dr. Teodoro J. Herbosa, sets the implementing rules and regulations (IRR) of Republic Act No. 12203, signed into law on May 8, 2025, directing the DOH Region 1 Medical Center (R1MC) in Dagupan City to increase its capacity from 600 to 1,500 beds, with the IRR also covering for the DOH R1MC operations and management.
