New Maximum Allowable Blood Service Fees for Blood and Blood Products in Blood Service Facilities

Signed and issued by the Secretary of Health, Dr. Teodoro J. Herbosa, based on the comprehensive assessment of the existing blood service fee structure by the National Council for Blood Services and the DOH National Voluntary Blood Services Program.
This issuance aims to ensure blood service fees are reasonable, transparent, and limit to the necessary cost of blood collection and processing per R.A. No. 7719, and applies to all hospital and non-hospital-based facilities that collect, test, process, store, and issue blood and blood products: blood centers, hospital blood banks with additional functions (HBB+), hospital blood banks (HBB), blood stations (BS), blood collecting units (BCU), and combined BCU/BS.
This issuance did not originate from HFDB: Address further inquiries about the issuance to the DOH Disease Prevention and Control Bureau, attention to NVBSP.
