By authority of the Secretary of Health, signed and issued by Atty. Christian Lel Saquilabon, Assistant Secretary of Health, addressed to DOH executives, regional directors, chiefs of DOH hospitals and other health facilities, clarifications included for research, exploration, and development expenses, and professional services as MOOE, as defined under the GAM (2015 Update) and as aligned with D.O. No. 2021-0206 (research management in the DOH), and for acquisition of land as capital outlay, as aligned with respective approved HDPs.
