Signed and approved by the Secretary of Health, Dr. Teodoro Herbosa, the policy issuance applies to all DOH offices and units, including PhilHealth and the CHDs, the LGUs, government and private health facilities, research and academic institutions, and other stakeholders. Includes as annexes the ICD-11 coding guidelines, and the WHO ICD-11 API Reference Manual to aid in compliance and proper implementation.
The issuance did not originate from the HFDB, but responsibilities were prescribed for the HFDB:
Ensure the alignment of ICD-11 guidelines with HHIM standards
Integrate monitoring of ICD-11 coding in the IHOMP assessment
Through the HFDUs, advocate for ICD-11 adoption
Address further inquiries about this policy issuance to the Epidemiology Bureau, or as appropriate, the other agencies identified in this Order.
