Omnibus Guidelines on the Preparation of Health Facilities Enhancement Program (HFEP) Proposals for Funding Allocation

Signed by the Secretary of Health, Dr. Teodoro Herbosa, aligned with the Philippine Health Facility Development Plan and the National Budget Memorandum from the Department of Budget and Management, consistent also with the implementation of the Regional Specialty Centers Act, these guidelines are provided for the submission, evaluation, and prioritization of HFEP proposals for funding allocation.

Applies to all eligible project proponents such as DOH Central Offices bureaus and services, CHDs, DOH hospitals, treatment and rehabilitation centers, other NGAs and LGUs, including the hospitals managed by them. Includes documentary requirements and link to download templates under Annex A of the issuance.
