Addressed to the DOH Centers for Health Development and the Health Facilities and Services Regulatory Bureau (HFSRB), their chiefs and officers in regulations, licensing and enforcement, and chiefs of hospitals and their heads of clinical laboratories, issued in order to accommodate the concerns from stakeholders.
