Guidelines on the Creation of the Mental Health Internal Review Board and Providing for its Rules of Practice

Pursuant to Section 12 of R.A. No. 11036, Mental Health Act, specifically, Sections 30 and 31, this Order is issued to provide the implementing guidelines on the creation of the IRB for public and private mental health facilities, define the functions of the IRB, and provide the rules for the efficient disposition of matters and cases falling within its scope of authority. Applies to the DOH and CHR, their regional counterparts, and BARMM Ministries or equivalents, all public and private mental health facilities, service users, and all others concerned.

Address all inquiries relating to this issuance to the DOH's Mental Health Division.
