To improve access and availability of hospital services, and reducing regulatory burdens, applies to all applicants, government or private, for the establishment of general hospitals, and repeals DOH Administrative Order No. 2006-0004, "Guidelines for the Issuance of Certificate of Need to Establish a New Hospital" dated March 13, 2006.
