TAKAYAN" is a Pangasinan word meaning "ladder," symbolizing growth, progress, and the means to achieve greater heights. The program aspires to enhance the capabilities of DILG Pangasinan personnel by providing structured learning initiatives that deliver essential knowledge, skills, and information. These efforts aim to develop personnel into experts in DILG programs, projects, and activities while equipping them with a broader understanding of other departmental concerns.

Management and Operations
The program will be governed by the Sub -LGRC, which will create training modules. The LGRRC R1, Local Government Academy (LGA) and MSAC members may serve as resource persons.
The program will operate on a partnership model, with MSAC members equally responsible and accountable for its operations and outcomes.
Strategic pooling of human, infrastructure, and financial resources will be key to achieving program goals.
