ARTICLE III
Section 1. All students who are officially enrolled in DEBESMSCSAT during regular semester of a school year shall automatically become members.
ARTICLE IV
Section 1. All members have the right to vote, be qualified for any elective positions or fill any vacant positions in
the SSC or CSC in accordance with the provisions of the Student Electoral Board Election Code.
Section 2. The right to receive, primarily through competent instruction, relevant quality education in line with
the national goals and conducive to their full development as persons with human dignity (Educational
Act of 1982, Section 9, Paragraph 1).
Section 3. The right to freely choose their field of study subject to existing curricula and to continue their course
therein up to graduation, except in cases of academic deficiency or violation of disciplinary regulations
(Educational Act of 1982, Section 9, Paragraph 2).
Section 4. The right to school guidance and counseling services for making decisions and selecting the alternative
fields of work suited to his potentialities (Educational Act of 1982, Section 9, Paragraph 3).
Section 5. The right to access to his own school records, the confidentiality of which the school shall maintain and
preserve (Educational Act of 1982, Section 9, Paragraph 4).
Section 6. The right to the issuance of official certificates, diplomas, transcript of records, grades, transfer
credentials and other similar documents within thirty (30) days of request (Educational Act of 1982,
Section 9, Paragraph 5).
Section 7. The right to publish student newspaper and similar publications as well as the right to invite resource
persons during assemblies, symposia and other activities of similar nature (Educational Act of 1982,
Section 9, Paragraph 6).
Section 8. The right to free expression of opinions and suggestions and to effective channels of communications
with appropriate academic and administrative bodies of the school or institution (Educational Act of
1982, Section 9, Paragraph 7).
Section 9. The right to form, establish, join and participate in organization and societies recognized by the State
College to foster their intellectual, cultural, spiritual and physical growth and development; and to
form, establish, join and maintain organizations and societies for purposes not contrary to law
(Educational Act of 1982, Section 9, Paragraph 8).
Section 10. The right to be free from involuntary contributions except those approved by their organizations or societies (Educational Act of 1982, Section 9, Paragraph 9).
Section 11. The right to participate in the formulation of policies that affect their welfare.
ARTICLE XV
All members must be financially responsible of his financial obligation as stated in the Article XIV, Section 2 of this Constitution.
Section 1. Active members shall pay the membership fee amounting Thirty (30) pesos upon enrollment every semester.
Section 2. The Commission on Finance or any officer designated by the Chairperson shall collect the Membership fee upon enrollment or any fees related to organization with corresponding receipt.
