DUTIES AND RESPONSIBILITIES

ARTICLE VIII

Section 3. The powers of the Legislative Council shall be:

a. To legislate rules, resolutions and regulations of student nature;

b. To approve the activities and the budget proposed by the Executive Council to be undertaken by the

organization;

c. To act on the grievances, requests and recommendations presented by the studentry; and

d. To act on any proposal or suggestion presented by the Chairperson or any member of the Council.

Section 4. Commission on Finance

a. Act as a custodian of the funds and property of the Council;

b. Collect and disburse the funds of the council in accordance with the duly approved procedures;

c. Keep all financial records of the Council;

d. Prepare and present the financial statement, which shall be supported by the vouchers and official

receipts two (2) weeks before the end of every semester;

e. Head of the Finance Committee; and

f. Perform such other duties and functions as may be assigned by the Chairperson.

Section 5. Commission on Audit

a. Audit and certify the correctness of the financial report of the Council;

b. Certify the legality of the expenses incurred by the Council;

c. It shall ensure the efficient allocation, procurement and utilization of funds including those for the

prevention of irregularities, unnecessary expenditures;

d. Head of the Audit Committee; and

e. Perform such other duties and functions as may be assigned by the Chairperson.

Section 6. Commission on Business Affairs

a. Supervise all business and fund-raising activity of the Council;

b. Head the Business Affairs Committee; and

c. Perform such other duties and functions as may be assigned by the Chairperson.

Section 7. Commission on Networking and Information

a. Communicate and submit report of activities to the concerned College offices and Organization;

b. Disseminate information for mass media duly approved by the Chairperson/Adviser;

c. Publicize financial statements and other important documents prepared by the Secretary General

and Commission on Finance, Budget and Appropriation;

d. Manage and maintain the engagement of the official social media accounts of the Council;

e. Head of the Networking and Information Committee; and

f. Perform such other duties and functions as may be assigned by the Chairperson.

Section 8. Commission on Research Education and Publication

a. Shall spearhead and formulate academic-related activities for the intellectual growth of students;

b. Conduct studies and/or surveys to properly educate and disseminate factual information to the

student body;

c. Head the Research Education and Publication Committee; and

d. Perform such other duties and functions as may be assigned by the Chairperson.

Section 9. Commission on Student Academic and Non-Academic Organizations

a. Shall supervise the operations of programs and activities of all accredited Academic and Non-

Academic Organizations;

b. Endorse the Calendar of Activities of all accredited Academic and Non-Academic Organizations to the

Council’s Chairperson as part of the signatories for approval;

c. Head the Student Academic and Non-Academic Organizations Committee; and

d. Perform such other duties and functions as may be assigned by the Chairperson.

Section 10. Commission on Sports, Culture and Arts

a. It shall conduct all artistic and recreational activities to foster Filipino cultural talents and creativity

of students;

b. It shall conduct all athletic-related activities and electronic sports to foster the skills and abilities,

sportsmanship, camaraderie and solidarity of DEBESMSCAT Students;

c. It shall take charge of the planning, organizing, devising and adopting programs and activities for the

genuine sports development for the members of the Council;

d. Head the Sports, Culture and Arts Committee; and

e. Perform such other duties and functions as may be assigned by the Chairperson.

Section 11. Commission on Health and Environment

a. It shall encourage the students to engage in proper health and wellness practices and activities; to

foster and promote a sustainable and greener DEBESMSCAT and to protect environment;

b. It shall initiate related-programs and activities to develop health and environmental awareness and

responsibility among students of DEBESMSCAT;

f. Head the Health and Environment Committee; and

g. Perform such other duties and functions as may be assigned by the Chairperson.

Section 12. Commission on Gender and Development

a. It shall actively promote the equality and equity among all genders of the society;

b. It shall formulate activities in coordination with the Gender and Development Office of the College

towards the promotion of gender equality and anti-discrimination;

c. Head the Gender and Development Committee; and

d. Perform such other duties and functions as may be assigned by the Chairperson.

Section 13. Commission on Community Extension Services and Linkages

a. It shall coordinate with Academic and Non-Academic external institution and organizations for the

activities that shall utilize available resources to meet the demands of a community in need;

b. It shall spearhead the establishment of partnerships with organizations and/or offices outside the

College;

c. Head the Community Extension Services and Linkages Committee; and

d. Perform such other duties and functions as may be assigned by the Chairperson.

Section 14. Commission on Student’s Right and Welfare

a. It shall be the grievance officer of the council;

b. Coordinate with the respective officers on which the concern of the student/s is affected and

formulate a program of investigation or due process to find solution to the problem;

c. Head the Student’s Right and Welfare Committee; and

d. Perform such other duties and functions as may be assigned by the Chairperson.

Section 15. Commission on Legal Matters

a. It shall be responsible for the legal aspects of the Council and the institutional matters affecting the

students;

b. It shall be the legal arm and counsel of the Council;

c. Head the Legal Matters Committee; and

d. Perform such other duties and functions as may be assigned by the Chairperson.

Section 16. House of Representatives

a. Represent the respective college/unit to the college wide activities conducted by the Council;

b. Present the financial and accomplishment status of its respective organization in the regular meetings

of the Council;

c. Assist the formulation and implementation of the program and activities of the organization; and

d. Perform such other duties and functions as may be assigned by the Chairperson.
