DUTIES AND RESPONSIBILITIES

ARTICLE VII

Section 3. The Chairperson shall be the Chief Executive Officer of the Council and shall among the others:

a. Automatically be the Student Trustee who shall represent the student body in the DEBESMSCAT

Board of Trustees;

b. Convene and preside over all meetings of the Council;

c. Sign all resolutions, communication papers of the Council, and create executive orders and

memoranda which shall be binding;

d. Represent the Council in all occasions and in body/committee created by the school where the

Council needs representation in general;

e. Carry out and implement resolutions, policies and council laws passed and approved by the assembly;

f. Create and/or dissolve committees whenever necessary except the constitutional committees;

g. Do and perform any lawful act to promote/uphold the best interest of the Council;

h. To take active supervision over the properties, interest, business and affairs of the Council;

i. Authorize and countersign all disbursements to be paid by the Commission of Finance;

j. They shall have the power to appoint the composition of the Judiciary Council;

k. Appoint properly the members of Constitutional Committees; and

l. Create AD Hoc Committee in cases it is deemed necessary.

Section 4. The Internal and External Vice Chairpersons shall:

a. Assume powers and functions of the Chairperson in the absence or incapacity of the latter. In this

case, the officers shall have a special election to choose between the two (2) Vice Chairpersons.

b. The Internal Vice Chairperson shall observe the unity, camaraderie, and solidarity of SSC members

track and evaluate the progress and performance of the Senate and be the representative for all

internal matters of the Council.

2.1 They shall be the Senate President and preside the meetings of the senate.

c. The External Vice Chairperson shall tract and evaluate the progress and performance of House of

Representatives and be the representative for all external matters of the Council.

3.1 They shall be the Speaker of the House and preside the meetings of the House of Representatives.

d. Perform such other duties and functions as may be assigned by the Chairperson.

Section 5. The General Secretary shall:

a. Assist the Chairperson doing their duties;

b. Prepare and keep the minutes of the meetings and proceedings of the Council and furnish the SSC

Officers notice of the meetings;

c. Prepare letters and memoranda;

d. Prepare the accomplishment report one (1) week before the end of every semester; and

e. Perform such other duties and functions as may be assigned by the Chairperson.

Section 6. The Deputy Secretary General shall:

a. Assist the Chairperson and Secretary General in all matters; and

b. Perform such other duties and functions as may be assigned by the Chairperson.
