PREAMBLE

We, the students of Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT), imploring the aid of Divine Providence and believing in the need for all well-organized student council and believing further in the development of the youth as leaders of the future under the rule of justice and equality in order to promote, implement and maintain the goals and aspirations of the Organization do hereby promulgate this Constitution and By-Laws.

The Supreme Student Council shall uphold transparency, accountability and integrity at all levels across society that lives to the core values and conduct for a bearable student community.
