Currently, there are 515 iLvL BoEs on the AH. These are, at the moment, an obtainable BiS for all slots except trinkets (scroll down), embellished jewelry, and 4x tier.

In it you will find general information pertinent to gearing a level 70 character right now, without the expansion.
Players that have not purchased the latest expansion (The War Within) are locked to the maximum level of the previous expansion (Dragonflight). Level 70 is your cap!
Geared level 70 characters are surprisingly strong in scaled PvE content. In fact, I would argue that they are an excellent alternative to low-level twinks, specifically if you like having a lot of buttons. 'Speedrun' normal and timewalking** dungeons as DPS, or even solo certain mythics as a tank! As a bonus, 70s don't have to bother with the XP Eliminated debuff in queues.

Indeed, PvP is in the heritage of many WoW min-maxing (aka "twinking") communities. In fact, 70s even have their very own PvP bracket! But for reasons* this guide will focus on PVE.
*There will be some other 70s with now-grandfathered gear, ranging from iLVL 518 all the way up to... 567. It's not the end of the world, though. But yeah, PVE guide. I will touch on GF'd gear and PvP later, in its own section...
Before you do anything else, go to the auction house and buy two of these three items (or all three, heck with it) at iLvL 584 (updated for season 2, patch 11.1) [WoWhead is wrong]:
These are the highest item level trinkets usable at 70. Purchase on a full/high-pop server for the best prices. You'll also note that they are all significantly higher iLvL in PvP. Season 1 is 613, season 2 is 652.

If you feel that you MUST have a set of gear ready to go immediately after hitting 70 (and don't want to shell out for 545s), then you may purchase Draconic Combatant's gear from the AH. This gear is iLvL 451, with a PvP iLvL of 502. This is entry level gear, to be quickly replaced with the below...

With this guide, you can gear a fresh toon such as this one very easily within a week.
This build has within: iLvL 480 4-piece tier set, crafted 502 off-pieces and weapons with (2) embellishments, 558 trinkets from the AH, and rank 2 (silver) enchants + gems. I would consider this a baseline goal, and there are even higher iLvL options out there, such as 493 and 509!
